    The control handle should shift the motor into gear without the throttle cable moving at all. What normally happens is the idle RPM will go down a bit due to the propeller putting a load on the motor.

    What is a Yamaha 25 HT model? Something is missing. Is it a T25XXX? What is lift part about? When you mention it takes a while for the fwd control to engage are you talking about the motion of the throttle/shift handle? The shift should only happen at idle RPM. Is the motor idling normally?

    6E0 S 070961Looks to be a 1986 model year motor. Would be similar if not identical to a Yamaha 4SJ model. Yamaha branded parts might be available Mariner branded parts are not.

    The one labeled wash is to flush the motor using a Yamaha flush hose in lieu of flush muffs. The forward one is a mystery to me. I would remove the plug and see what comes out.

    I can only address Yamaha branded motors but there are no lower unit defective installations that can be corrected for via cable adjustments. I would suspect the same on Mercury's.
