    Yes, the PVC decking is spec'd at 16" OC for setting across the joist at 90˚ angle and 12" OC for setting across joist at a 45˚ angle. The boards at length do not have much resistance to bending, so you certainly would not want to go any more than a 16" joist spacing.

    If there is a cracked block, then a long block 4.3 would be a good bet . . . you will probably need to buy new exhaust manifolds (they usually crack first) Upgrading to a 5.0 would be more involved and $$$

    Looks good. . . and your method of wetting the surface and the underside of the cloth is the right way to go. It forces air out of the cloth and results in perfect wetting of the cloth, . . . as opposed to wetting from the outside of the cloth merely traps air and results in a bubbly lamination.

There is OBDDiagnostics (or something like that) which allows for re-programming the ECM. 700 RPM does seem a bit high, but it is best to make sure the engine is actually settling in at 700, the TPS value is at 0%, and the other parameters...
