    I had a custom bow and cockpit cover made for our F/W H-200 way back in 2003 and it does keep most of the water out. They need to be really cleaned well and re-waterproofed yearly. Sunbrella fabric really lasts.

Then take off the thermostat housing and make sure all the ports in it are open and the thermostat is opening at the right temp and opens far enough.     If it sat for a couple years it may be time to go through the carb; might need a cleaning and re-assembly with new gaskets. The problem is that evaporated fuel leaves behind deposits that clog jets and passages. Same thing with small engines. The more you use them the better they run.
