    No, the poppet valves regulate the amount of raw water used for cooling. If they stick open then the Mans stay cooler then needed or other things. Don't know if your open or closed cooling but here is open cooling. Its for SBC but similar to BBC

    Don't know which ECM is in a GI-J but a motor serial number might help Unable to answer seeing only 4 instead of 8 spikes, but the motor was running and now it isn't so don't see it as a reluctor wheel issue. Have you scanned the motor for codes?
