    Primer bulb does get real hard. could be carb issue or bad hose pump valve.. normally one can feel the pump getting stiff when the carb floats closes up on a full carb.

    if it is a OEM fuel plug and won't clip securely try bending the locking lip out a bit.... so it catches the locking ring as long as fuel is properly pulled from the tank with no air it should be ok

    well seems comp #s are ok but lots of variables to check. how's the prop/boat match ..... linkage.....sparks..... etc... . can you measure RPM's at wot ?
