Without a scanner we will be just guessing.
Could be a bad connection even something simple like the ignition switch or other bad connection
If your talking about lift points, sometimes they are removed after install
Can use a bolt and put it thru the chain and attach to the head.
I like using 2 one inch lifting straps and place them under the exhaust manifolds and attach to hook above carb

Don't know much about the motor but the fuel pump is turned on by a relay. The ECM does energize the relay by applying a ground to one side of the relay coil. Check the relay and fuses
With a B3 drive you have a I/O and not a
Do run it off muffs and not the flush fitting.
If you do have dual water pickup (holes at nose of drive) tape or seal them up when using muffs
A hose will almost never supply enough water to keep system "full", so one side will always run a bit hotter.
To use a flush kit the seacock must be closed so all water from hose goes to motor and nothing goes out strainer
Reminds me of something that might be on the output side of a mechanical fuel pump. Keeps fuel from draining back thru the pump when shut off, but just a guess
