There is a lot of "IF's" going on in the thread and need to no what is and is not happening
IF the carb is flooding it needs rebuilt, if not then it probably doesn't

That's a weber carb and it will have a number stamped on the side of it. I would contact Mike's carbs and get a kit there. Could order the Merc rebuild using 8M0120196 but Merc just adds cost
Think your main issue may be spark. The TBV ignition is a good solid system when it works.

With points ignition 11.4V should not have been an issue

Guessing same motor S/N 0D817803 as mentioned about replacing the ALT and using a solar charger?
Check the butterfly plates in the carb and see if the screws holding them in place are loose. Could be the plate(s) are offset and won't let it close

Don't know if it has a MEFI, 555 ECM or PCM but... if I had a serial number ...
The fuel pump is turned ON/OFF by the ECM applying a ground to one side of the relay coil. Trun key ON, energizes Main Power Relay (MPR) should hear a beep then fuel pump turns...
Got that on the first post, but without knowing what "motor" your working on we cannot help
I'm pretty sure its not a Briggs and Stratton but other then that I have no clue. Might be a Merc, VP, Ilmor, carb, efi, mpi :unsure:

Here is what we know, and correct if I'm in error
With clear kinked hose in place the motor stays cool
With non-kinkied hose it over heats
The crossover is part intake and part thermostat housing (TH).
