just unscrew the bolt.#12 . find a fine wire 26 ga or 2 -4pound monofilament should do and ream out the crud in the hs jet and blow in some carb cleaner followed by a blast of air (if you have no compressor use a can of keyboard air can at the dollar...
if you can't remove the jet or remove it from fear of damage use a a fine mono filament 2-4 pounds should do .. gently ream out the crud followed with another blast of carb cleaner or compressed air
a very small wire 22-26 ga could do also but do not damage the jet

air MUST NOT enter with the carb upside down
... if air enters when upside down the inlet needle /float is not adjusted properly or.. the float is snagging on the gasket inner edges keeping the inlet open to flood the carb

what level of cleaning... did you reach on the carbs ??
full take appart , carb cleaner all over the innards , passages, HS jets etc... with compressed air at the end to blow out any residue etc...
seems to be starving for fuel as it accelerates. have you tried cleaning the carb or running an engine cleaner product in the fuel . Some like Seafoam some don't..
doesn't take much to clog a carb hs orifice. at least...try a blast of carb cleaner .
try pumping the fuel bulb to see if...
1.-do these motors require running off of a pressure tank? one line hose==> fuel pump
2 line hose==> pressure tank and no pump
And 2.-I ordered a after market fuel pump for this thing, since they’re pretty much obsolete; is this a good idea ?

how did you pressurize the crankcase on #4 ?? if the piston is at TDC you should be able...
what is the right side.. of the selenoid ??? . is it the side feeding the starter itself ? if yes do you see 12v at the selenoid post dropping to 3v at the other end of the same cable on the starter ??
if yes cable crimps may be oxydized .. try wiggling twisting the cable to...
