    Rebuild the carb Weber and currently made edlebrock marine carbs are easy to tune. when was the last time carb was gone through float level set etc. usually what you are describing is a problem with the idle transfer slots maybe plugged up. should transition smoothly no issue if working properly.

    Stuff a large rag or wad of paper towels in the exhaust opening while you are scraping. Rick is steering you straight on what to use and how to make sure it is flat when you regasket it, just takes a little birt of elbow grease to get it done.

    23 ft. boat I’d hold out for the bigger engine. My good friend has a 24 ft deck boat , one he bought new after it sat at the dealer, got a great deal etc... Has a 350 mag with 300 hp. It is adequate at best, needs a fair amount of throttle to stay on plane.

    Try an enertia they aren’t cheap but generally hear good results on them.good balance between acceleration and top end, good bite when trimmed out.

    Which carb did you buy specifically from whom, I think Sierra does make a merc a knock off that is new, likely other sources are remanufactured carbs that may have a mix of parts if some one made a mistake during rebuild
