    There is not much vacuum.----The reed valves open.----It is the PRESSURE pulse that drives the pump.

    Looks like motor has overheated ( paint colour ) ,------- So do some inspection.-----Remove bypass cover on intake side to look at piston / rings.

    This should be easy to determine.------Try some bolts in there and get maximum thread engagement ( count number of turns )

    Likely not a good idea to try and drain any fluid on these.

    Agreed----There is no reason for it not to run on a 32:1 mixture.----Will smoke more due to the oil burning off.----It will also last for many more hrs at 32:1 then 50:1 mix.

    Food for thought ----Some years the flywheel key for a 9.9 is the exact same as the key for a 300 HP V-8 outboard.-----So I would say that FRICTION / LOCKING TAPERS drive the flywheel and not the key !!

    Look at the lanyard switch.----Pull the plug to take that switch out of the circuit.----Test for spark.

    A lot of those use a plastic spacer for the screws to prevent the housing from being distorted.
