    welcome aboard. the gauge and sender testing information are in the factory service manual. most likely the trim sender on the drive is bad, they only last a few years.

    so it works, it is just not accurate. your boat also is not sitting level. My guess is the sender is at the front of the tank. so replacing it wont change the accuracy unless you go with a custom programmed ultrasonic tank level sensor vs the resistor and float arm.

    Any 1986 and later marinized SBC. You will have to make sure you have all the OMG bits. However I would look for a 1996 or newer Mercruiser/ alpha combo and replace everything pulley to prop after you make sure the hull isn't rotten
