No expert, but that would be my guess. Have not heard of a Force Merc motor, but post your question in one of those sections and have a better chance of getting a more knowledgeable person

Just looked the manual up and it shows a drain (item 7) in the manual. Its its not there look for a plug. I winterize my HW tank by draining and then connect a short piece of hose between the inlet and out put of tank. This way you need much less AF
That said, I also don't use AF in my water...
Without the module you don't have a working ignition. The link chris has list parts and how the TB ignition works. Search for Delco EST and it will show what it takes. All ignition except points or petronix or the like require a module

Only have done the annual maintenance. The valve is still attached and the small tip remains visual on top. I did take the old off and clean under it thinking maybe there was a small something under it. Reinstalled and tried again, and it build and leak again.
