    Just looked at that 92 model and an 89 model.------Both have a knob you can turn.-----Turn one way and if that does not seem right then turn the other way !

    The motor in post # 1 is not using the steering set-up with it going through the tilt tube !!----It must be an older boat or had a different motor on it at one time.----Or somebody just was not well versed on boat steering systems !

    Looks like the bolt for transom clamp.-----One just like the other one.------There is nothing missing on this steering as far as I can tell.------The system on this boat does not use the tilt tube and the drag link.

    Depends on how big of a leak.----Sorry , ---I can not see your motor.----What other trouble shooting has been done.-----Guessing does not work.

    These things normally do not go out of adjustment.----Be careful if you decide to experiment !

    Bypass VRO and use Fuel Pump

    There is a diaphragm available for the vapor pump $6.00 and easy fix.------But maybe the separator tank needs cleaning.-----Some inspection required by you.

    I doubt it is a 1992 model 90 HP .-----I doubt that a 1992 has those filler blocks !!!----Post more pictures of cowling / power head and cover that bolts on to cover exhaust ports.

    When you push the key in the primer valve opens.------When the motor is cranking fuel pressure goes to that open primer valve and sprays into the intake airstream.------That makes for near instant starting.----Simple as it can be.

    Starter not engaging

    Battery that reads 12.1 volts needs attention !!!!----It is called a 12 volt battery.----A good one reads at least 12.4 volts------As step #1 I would charge the battery and do a load test on it.----Perhaps the gears under that cover have an issue.
