    There was no VRO in the 1970's models.----First one were 1985 or so.-----Model # or some pictures of your motor.-----First step in trouble shooting is a compression test , post your numbers.-----Or motor is running on just 1 cylinder !

    Post #1 says he just bought it.-----Perhaps has not taken delivery.-----A good dealer would negate the sales contract.----But you never know.-----Dealer may have / should have checked this out before marketing this boat.

    The bulb is a manual fuel pump.----If operation of motor does not change when operating it then I would say it is not a fuel supply problem.----Some simple trouble shooting must be done.
