    Damage to pistons and rings.-----Post pictures of pistons and rings when you look in there.----You did confirm that starter / battery and battery cables are in good condition ?----In my opinion this should be easy to diagnose !

    You have a bad test gauge or a motor that needs rebuilding.----Remove the wee bypass covers on the side of the motor ( 6 screws each ) and look at pistons and rings.----Lucky you if it is just blown head gaskets.

    Excessive VRO Oil Consuption

    There is not much that can go wrong with the oil side.----Just a wee piston o-ring running in a small metal cylinder.-----Do check the check valves in the air motor and look for air leaks.

    On a 1972 model 65 HP the plugs should be YELLOW.-----So work / modifications have been made.---All bets are off !-----If this thing was in front of me I could likely sort it out.----Was working on outboards before yours came out of the factory.

    Post picture of the wires installed on your ignition switch.-----And does the control box cable and motor both have a big YELLOW plug , yes or no ?

    It looks like an electric tilt motor and pump was installed at one time.-----Also looks like an important mounting bracket for the outboard itself is missing.----Is there a little lever at the front of the motor that needs to be flipped over for manual tilt.-----Please be clear on what you have...

    Are you 100% sure both powerheads used the same gasket ?----The gasket between the powerhead and the exhaust housing ?

    Stumped on ignition problem

    Test run with timing light hooked up 1 cylinder at a time.----Observe the flashing light when motor acts up.----Overheating ?

    Actually the pressure tanks work well and are very reliable.----You pump fuel into the carburetor.----When motor start it quickly pump crankcase compression into the tank to keep fuel flowing into the carburetor.----Repair kits and parts are available.

    These tools work like a charm.----Have 2 of them and no modifications needed.----Only now do I need to modify them as my arms do not look the same as when I was the high school wrestling champion !

    Salt water motor ?------Make a tool using 1/4" X2" flat bar.-----Drill the holes bigger or new good holes to use this tool ?

    Will not turn over with all plugs on.

    These rods are ----CRACKED-----As part of the manufacturing process.----The cap only fits one rod and one way ( dots ) on one side.-----So the surface is irregular.----You assemble these carefully making sure the edges line up.----I use a pencil lead to see if it catches at all.

    Those solenoids are very good and reliable.-----How did you determine that shift solenoids where bad ?----You do know that motor must be turning in order to shift I hope.

    How did you line up the connecting rod caps ?----What method did you use to verify perfect alignment ?

    On a fresh water motor the bolts always come out for me.----Have done more than just 1 of those engines.-----I do not have enough fingers and toes to keep track of how many I have seen with this issue !!!

    Pull the cylinder head.----Looks to me like it needs rebuild now.---Sure looks like the classic broken ring issue.
