    no, the shifting of outboards is done in the foot, so only the prop seal is spinning in neutral. the shaft seal wont turn unless the pistons are turning the crank

    can you grab the cable with two fingers and pull it stop to stop, thus spinning the steering wheel? if there is a fair amount of resistance, the cable wont move the actuator quickly

    the OP's boat weight and size is comparable to the Avanti I owned with a 3.0 OMG. 19P prop was 4600 RPM and just a tick over 40mph. a 21p brought the engine to its knees with a maximum RPM of 3800 and it rattled like crazy due to detonation from lugging @JimS123 your bigger/flatter/lighter...

    not just the lower unit. you need water 7" above the impeller. that is usually the whole drive under water. as in a 10,000 gallon tub then when you are on plane, the forward momentum helps push water up the intake

    bud of mine's company makes a cavitation gun for the navy. it uses seawater and a high-pressure pump. what comes out of the nozzle is a stream of bubbles. as they burst, they explode the barnacles. the video is cool as heck.

    no, the copper coolers are the same design as your heat exchanger you added to the engine. at most, you need to defoul them as little critters (barnacles ) tend to grow on the raw water side you should be running barnacle buster once a year as maintenance

    boat storage barns are just a covered enclosure. the 19 years of condensation will have coated the interior of the engine a bit. did you pull the valve covers and take a look under them? did you drop a bore scope down the spark plug hole?
