    Sounds like the shift rod connecter is not properly assembled.----Notches have to be lined up with holes before screw is put in.

    What are the slow speed needles set at ?----A primer bulb on a hose does NOT need to stay hard after motor starts.---A very common mis-understanding on that simple item.

    If this motor has ADI ignition ( no distributor / 4 coils ) then 12 volts is not needed for spark on the plugs I believe.

    The water that comes out the tell tale does NOT circulate through the motor.-----It indicated that pump is working.----Tell tale does NOT indicate proper cooling !

    Put 3 motors in my truck a while ago , ---Come on over and have a look at them !-----A 1983 Evinrude 50 HP with trim / tilt.---A 2000 Johnson 3 cylinder 25 HP with trim / tilt.----And a 30 HP tracker long shaft like yours.-----Not more than $400 US for those " need attention TLC condition motors...

    Lower unit interchangeable

    Most of the inline 6 models ( 90 and 115 HP ) will fit.----Make sure the shaft is stainless.

    Did you torque the flywheel nut to 102.5 FT-LBS after inspecting the key ?

    I believe there is an issue with the throttle plates stuck OPEN.

    I say throttle is stuck OPEN too far !!----Remove airbox cover look in there with a flashlight.-------Do a simple inspection.
