before you go to paint anything. you need to make sure the transom, stringers and deck are not soft and rotten
regarding a larger motor, you can only go as large as the capacity tag says. keep in mind, the boat was designed for a 2-stroke and not the weight of a 4-stroke.
its a holley 4150 2-barrel carb. go to your local NAPA and ask for holley carb bowl and metering block gaskets. make sure to get the blue ones, not the cork ones.
or you can order from Amazon. https://www.amazon.com/Holley-108-200-Assortment-Carburetor-Gasket/dp/B00029J4KQ/
Next time you are down here, will get you in touch with a former co-worker that is the Florida Archery champ and runs the Archery side of the local gun club

If the deck is rotten, the stringers and transom long ago rotter
Any fiberglass boat 20 years old or more should be considered a project
Tap test means nothing. Do a drill test and look at shavings
Here is what I would do
Original step is vacuum formed ABS.
It was done in ABS because it only cost the boat manufacturer about $2
So, pull the caps off the screws. Remove the ABS step and use it to make a fiberglass mold. From there make a fiberglass step
It will be about 100 in...
The tube starts as a coil of aluminum at the log manufacturer. From there they uncoil, process, form and weld into the toon log
Call a mobile fabricator to weld up your damaged tube, or weld it up yourself if you own a tig welder and have experience
