    I would start with a compression test.-----And removal of bypass covers to inspect pistons / rings / look for loose bearings.-----You may not , but I hear noises that can not be fixed with a carburetor rebuild.

    Likely the motor is running on just 1 cylinder.----Check for spark that will jump a gap of 1/4" or more.

    What motor ?---- think you need to stop and listen.--------When you put control in FORWARD the prop will turn clockwise looking at the prop from behind the boat.

    That is the cut out switch.------Shuts one cylinder down in case of high vacuum ( run away ) condition.-----Rarely causes any problems.----What is your motor doing / not doing ?

    The primer is NOT PART of the VRO at all.-----That primer is a wonderful item used from about 1980 on 9.9 model electric start that does not even have a VRO. ---And motors up the 300 HP and everything in between.----Go back to that shop and have them install the primer again.----And find a...

    Re-use exhaust housing gaskets?

    Well----You doubt the advice here.------But look at the 1968 model 85 HP and 65 HP.------Essentially the same motors as you have and the gasket is not shown on them.----Not even needed !!!
