    Throttle control probem

Over tightening the throttle cable adjustment at the motor end (trunnion) will cause the fast idle lever to lift.

    Starter keeps running

This circuit would be pretty typical of what you have. I'd suggest if you've got no power between point (7) at the starter and the starter ground when it continues running then it's sticking in mechanically and being simply driven by the flywheel. Easy to test.

Question on soldering trailer light wiring

IMO soldered wires going brittle is an internet myth. 15 Years ago I soldered lugs to the ends of a length of 13AWG wire to use as a heavy hatch stay, still going strong after a lot of use.

Need some Sync and Lync Handholding for an '89 70HP

Do you have a genuine OMC manual for that motor? The cable is adjusted last so even if you undo nut A you will still have to adjust at B & C when you're going to reconnect. From my '88 90hp but I'd say typical across the OMC range of that era.

Cranking outboard motors for a second when out of water.

I've changed quite a few and even after standing for many Months they have always still been wet. A little short on detail but I'd say this test would have been conducted bone dry @ idle RPM.

    Boat lists,porposes while on plane.

Here's an interesting comparison to yours I pulled off their website, check the height & see how the tunnel is open to the air. I remember reading a thread about a guy who could intentionally hit a wave to get the hull to break free & it would then accelerate up to its full potential. I know...

Charging diagnostics good yet no charge at battery?

Re: Charging diagnostics good yet no charge at battery? Did you check the voltage at the battery posts both stationary & running? If you don't get a rise then test the stator, you don't have to remove it to test it. After that all that's left is the rectifier/regulator.

Tips on Disassemblings Cylinder Head 1990 V4 115 Bubbleback

Re: Tips on Disassemblings Cylinder Head 1990 V4 115 Bubbleback The BRP website shows 2 bleed holes for your motor. Have you tried running it with the 2 water hoses disconnected from the thermostat housing to check the water flow & temp at that point? The deflectors are easy to change.
