    Is that the 10HP Pull start, or 100HP electric start? If it's the pull start, does it have an automatic compression release to make starting easier? If yes, that might explain the low compression.

    If the pee stream is very strong, then suddenly stops, I suspect something is clogging it up. While the motor is running, can you stick a stiff string or wire up there (weed whacker string is great) to see if you can dislodge anything?

    If it's showing a perfect seal (0% leakage) then something is wrong with your method. Even a brand new engine will have some leakage past the rings. You can hear it in the video, the gauges should reflect it. Double check the instructions for the leak down tester, be sure you've adjusted it...

    If it was a freshwater engine, the thermostat is good and the water pump is in good condition, then odds are you're fine. Four strokes run hotter than 2 strokes so if your reference was an old 2 stroke then that's not a good comparison.

    In my experience cleaning carbs (non professional), compressed air after any cleaner is mandatory to really get things opened up. Spray carb cleaner has worked for me in most situations, a long soak in a hot ultrasonic cleaner is excellent as well.
