    When you connect the wires to the blower where are your meter leads at when measuring 0V? With the blower connected connect the pos lead to the pos side of the blower and connect the neg lead to the neg terminal of the battery or to a known good ground and report back with the results.

    What condition is the primer bulb in when it acts up? If it's compressed try pumping it and open the gas cap and see what happens.

    Check the fuel filter. What condition is the primer bulb in? Was it compressed or normal? Try pumping it when the motor starts to die. What's the level of gas in the tank? Does the motor die as the boat gets on plane? Loosen the gas cap and try it.
