    1998 Johnson 150 lower mount cover

    That is typically from that mount swelling with corrosion, cracks the cover. The mount can be a bugger to get out, but can be done. Take off the cover and see what your dealing with. Maybe can clean it out, trim it put new cover on. Otherwise its a job.
