    Even though you have closed cooling your exhaust elbow is still raw water cooled, correct? This could be leaking at the gasket between the manifold & elbow or via a hole in the elbow to from the water side to the exhaust side.

    Most of those boats came with either a 4.3 V6 or the 5.0 V8. I would stick with Chevrolet power whether you keep the Cobra drive train or convert to Mercruiser which will make your life easier.     Yes check very carefully for rot, especially if it had plywood decks covered in carpet. Mine had the deck replaced in 2007, outside painted in Imron 2012 and top end engine overhaul in 2017. It's a good running stable boat, I will gladly repower it when the time comes.

    Check the terminals on the back of the gauge for power & ground. If good then check the tank sending unit.

    that's why a cat converter equipped inboard is a no sale for me. Not when I have to replace manifolds every 5-7 years. Especially because outboards get a pass on that.

    Yes you need to be on the prop side make sure the keys are out of the ignition first! You will be able to feel if it locks in Fwd & Rev that way. The best way to get the right cable is to use the model number. These were on a sticker on the engine valve cover or thermostat housing.
