    4000 rpm in neutral is not good, no reason to go more than 1500 rpm in neutral. alternator should be putting out max voltage at 1000-1200 rpm most likely the rev limiter was engaging according to the info on the flame arrestor, WOT is 4400-4800, that is under a load with the correct propeller

    okay, seeing as how you didn't check the firing order on the old wires there's the possibility that you may not have connected the #1 wire to the proper post. best course of action is to pull the cap, verify TDC #1 compression, note rotor rotation, then you can attach the leads accordingly...
