    get yourself an antique like this one with a 1 ohm full scale with thumwheel adjustment to dead ) it needs an old 30V battery but I wired mine up with 3x 9v ones in series and it fits inside the case, works perfectly...

    Don't assume problems some meters are not overly accurate trying to read such small values. Especially digital meters you can't set meter and probes to 0 ohms with the side dial before actually measuring the suspects.
