    OK so compression is ok...what is left just fuel or electrical issue. If the issue is constant..... light is at the end of the tunnel... I will look for the wire diagram but in the meantime... easy stuff first.. me I would look at electricals first starting with ignition KEY on power...

    jmho... skeg looks ok if you were to polish up those welds on the plate, change oil fill washers (top/bottom) , fill and polish those holes with JB weld, and touch up any cracks and.....if no LU internal water ingress or damage to the LU gears a coat of paint will make it look like new !

    relay control U-D switch contacts carry little current and less likely to carbon up compared to the load control contacts in the relays. if your system is like the above diagram relays are not very expensive to try out...... if you do not or can not go further VOM testing wise to find...

    switches do no carry much current and unlikely 2 sets (remote switch and switch on motor) would go bad . I don't have the wiring but I thinK one version supplies the DOWN current because it is lower than the UP current. easy /cheaper stuff first... check connections and measure volts at...

    typically the U&D relays get activated up on down by the switches (12v) but the resulting blue-green feed to the T&T motor are direct power feeds from the battery B+and Ground simply switched out from the relays . first thing to do is check/clean all connections , cables, cable crimps...

    back to basics... you have sparks good you have compression good now it wants to be fed. clean the carb..all passages ALL passages blow dry check the float fill the carb and retry. open up #22 half a turn....retry check#4 tube if spraying some fuel mist in the carb face gets it...

    picture above was just a ref. to align things does your fingernail snag or not .....going up-down the coil lamination face ? if yes you can expand the coil's bolt hole with a drill bit to allow you to back away from the rotating FW .

    install any missing parts and see what happens... C clips are sold at good HW stores. Personally I think you are better off with the older carb...seems the newer plastic tops warp sometimes.

    can you identify the carb's original source engine so an accurate parts look up can be made to compare with what you have. I am afraid this will need to be "locally fixed"... maybe you have a missing spacer washer ?? can't see much from the pics. adding "pointing arrows" on the snag...
