IAC is working backwards and there are still no codes
No matter what is done like unplugging things which should throw codes do not

As first mentioned, the IAC should never read zero
I don't know what you have but if throttle plate is closed and if IAC was closed the motor should die

Remove throttle cables and place TB fully closed. Adjust cable so that cables just slide back on. Remove once again and turn barrel nut one more turn out so there is a slight pressure holding the Throttle plates closed
Never that bad. Need to pull the motor anyway to fix, but might be the coupler was not installed correctly. Either that or it sat a very long time not running and it was out of alignment then and coupler created a set
