    Most likely it's the soft rubber breaking down. Plastic and rubber only survives 5-10 years before breaking down

    This are not externally adjustable You can remove the bowls without pulling the carb if you need.

    Define a while. Based on the thread, it sat for 3 years. I would drop in a new impeller after 3 years and lube it with water soluble glycerin such as KY jelly

    I would run the relay off the alternator output with a diode. That way if you have the key on listening to tunes, the cooler won't drain the battery
