    In my opinion this motor does not show overheating.----Severe overheat changes the colour of the white paint.

    The parts are all aluminum castings.----Those do not turn a rusty brown.

    The red appears to be the colour of the primer paint used on these motors.----Degrease the area and paint it.

    On top of that in some areas the marina is a seasonal operation.----Hard / expensive to keep qualified mechanics on payroll in the off season.-----So yes the smaller dealer in a cottage / fishing area may have trouble repairing these high tech machines.

    If the bulb goes flat you have and issue from bulb to the fuel tank.----Problem with tank venting.----Or issue inside fuel tank.---Or issue with anti siphon valve if there is one.

    No easy way for you to test at home.----You test all the pieces that feed the switch box.---If they are good then switch box is bad.

    That was for the automatic oil injection.----It has likely been removed.----Mixing gas / oil at 50:1 in your tank ??

    Many folks do not know how to measure shaft length.-----If it is more than 60 HP a short shaft is rare !!----Post the model # of this 4 stroke.
