Be easy on me please. Total newbie.

Automotive background helps only if you understand that boats are different than cars. What makes a car go thru the traps in 10 seconds would kill a boat motor. Working on boat restoration, a background in fiberglass, cabinet making and upholstery are more important than the mechanical items...

1987 Four Winns Boat 16ft inboard would you Buy?

I personally have purchased 2 boats with water soaked foam and rotten stringers. Neither had any external signs of rot until the tow eye pulled thru the transom on one, and I noticed brown water running out a screw hole on the other

Triton bay flight rear seat / box

from the pics, it looks like the transom in your boat has been replaced, and the inner gunwale walls look to have been repaired. not sure a factory box would fit anymore.

What depth is safe for a stern drive 16ft to 18ft boat?

1987 Four Winns Boat 16ft inboard would you Buy?

I would suggest you read these two threads to understand why we suggest something else than a 36 year old entry level fiberglass boat. https://forums.iboats.com/threads/1995-sea-ray-220-signature-deck-and-stringer-restoration.495449/...
