    my guess is you have water in the fuel system and it doesnt run well on water, hence the drop in the RPM. as Bondo stated, check the contents of your fuel filter.

    pull the drive, pull the motor, pull the transom shield (you have to blast the corrosion anyway) and check your transom. most likely your transom is soft. and yes, your boat is 15 years old. which is the life expectancy of a boat.
