    It must have a cam rod and cam, coupled to a shift rod... Unless the LU is an ancient Merc version with rotating shift. No stopper on the Tohatsu versions. You could have a cracked gear. Sounds like the LU is in N when the shifter is in R.

    Yes. There is a heater and a wax capsule. When powered from cold, the heater causes the wax to expand and push the needle out. This takes a few minutes. Yes, it is 12v. Again, if you are overflowing the carb, the needle and seat was not shutting off fuel.

    If it's a new CD it should be fine. In the Factory service manual is a table to check the CD with an under 3v analog ohm meter. If you go above 3v, you can cook the CD. Here is what the lube line looks like (item 3 in the diagram).
