Is it installed properly? Do you have a serial number? If your testing in a can is there enough water in the can? It helps kinda helps to know the year even though most are installed the same

Bypass that crap run it straight to the carb with an in-line filter

I run a straight line to the carb with an in-line fuel filter and by-pass that crap. At least your motor will run
