Outdrive won't lift and I don't see the clutch

I inherited a boat (1969 Glasply), and they said it has a 1969 buick V6 with an OMC outdrive. I've been looking at past forums, and everything says it's either the tilt motor (most likely) or the clutch pack assembly. As seen below, I don't see a clutch pack assembly, so I'm not sure if this is...
