I do not believe the tiller from a 2001 will work on a 77 model 35 HP.

And the 1.5 / 2 / 6 / 18 / 20 / 25 / 28 / 30 / 33 / 35 / 40 HP all used this simple magneto from about 1950 to 1990.-----An elegantly simple unit.

Checked flywheel key ?-----Does spark jump a gap of at least 3/8" on all leads ?

A proper test is done on a MERC-O-TRONIC magneto analyzer.-----I never check for ohms on coils.------If spark does not jump a 1/4" gap or more replace them.----If coils are cracked , replace them.

Check neutral switch.----Check ground wire from solenoid the block.

Problem has existed on many motors.----Check the shift linkages going to the lower unit.-----Like just needs adjusting.

Low crankcase compression??-----It is that PRESSURE pulse that drives the fuel pump.

Not sure it is a ---" grounding strip"-----What does it connect to ground something out?

Model # of this motor ?

Is this a 1.5 HP or the 115 HP V-4 engine ?

There have been numerous failures of middle cylinder on these 56 cube blocks.

What work does the motor need ??-----In 1999 there were troubling times for OMC.-----May not find a 99 specific manual.----A 1997 manual would likely be the same.

I doubt it is the top seal leaking.
