Just fix the issue with the float and float valve !!.------The primer bulb is a manual fuel pump.-----It pumps right through the motor fuel pump to fill the carburetor.-----Saves your arms and shoulder from having to operate the recoil to fill the carburetor !

Make up a spacer / tube / wood stack and use the prop nut to pull it and get it moving.-----Corrosion products have jammed it up.

Yes----Many cracks can be welded.------But likely the housing will be distorted .-----Internal parts will not fit or be lined up correctly !!!

Are you pushing key in and holding it in WHILE cranking it over with starter motor ?----Are you advancing throttle ?

Primer bulbs do not stay hard when motor is running.----The primer bulb fills the carburetors and saves the starter motor from doing that.----Or your arms on a manual start motor.-----When motor is running the primer bulb does NOTHING !!

But it is the exhaust housing that you need to look at.-----A lower unit with a long shaft will not simply bolt onto a short shaft midsection !!!

Lower units should not have water in them.-----Stored heated or outside !

There is simply no way for that wax to get into the gear lube.-----Lower units in good condition are sealed !----Water or wax will not get in.

Have you replaced all the hoses on carburetors ?-----Have you had float valve seats out of carburetor body to check for blockages ?-----Did you change the propeller if you went to a bigger / heavier boat ?----What pitch is the propeller on this motor ?

Make sure outboard lower units have no water in them.
