Find the third fastener.-----Leave the hammer on your work bench.

Check gear oil.------Check flexplate on the flywheel.-----Push / pull / lift on the flywheel.----No overheat warning or shut down on that motor.-----Install a new impeller !!

Any pictures of the pump.----There must be a dozen pumps off Johnson / Evinrude / Mercury that could be adapted.

There are some OMC V-4 that are very fast , and reliable once you put new pistons in them.----1975 / 1976 model 135 HP as an example.

No surprise there.----There are hundreds of boats out there in the same condition.-----Folks just do not know how shoddy / cheap some of the hidden materials are.----Water and heat will destroy plywood.

Check the fuse below the starter.----Verify your battery cable colors.----Where is the red from battery + located / connected ??

Clean fuel pump bits.-----Install new water pump impeller.

I think 45 FT-LBs is not enough.----Someone on here will have the value.--No manual handy today.

Could be overheating or running on one cylinder.----Step #1 is a compression test.----If good a spark test.-----Look at water pump impeller.

If you find a manual for a 28 HP Johnson / Evinrude of say 1962 / 63 / 64 you can do all the repairs to that motor.

My project is outdoors so I have to work on good dry days.---I agree if you do it right it will outlast you.----I am doing a 40 year old boat.----No wood in the transom , floor and under the floor.

It takes a lot longer than you think to fix these things.----Working alone or with an assistant ?-----Start with a compression test on the 45 year old motor.---See if it runs properly.----Test the motor on the lake if boat is safe to float.------Be a shame to fix the boat to then find out motor...

If sheared install a factory replacement key.-----Install with tapers clean and dry.-----Torque to the correct value.

The key is the timing control !!

Check flywheel key.

On the 3 HP it can be tricky.-------That starter is not robust so work carefully.
