Improper prop pitch causing my spark plug to foul?

Could an improper prop pitch cause spark plugs to foul? If a motor runs at wide open throttle without reaching max rpm's for extended periods of time (10-20 minutes) could this cause the plug to foul?

I'm still trying to find out why my motor fouls only the bottom plug?
