    1975 evinrude 9.9 fuel pump prob?

    It's idleing really rough & only for a few seconds. I bypassed the fuel pump & still had the same problem, but the fuel was constantly flowing 'till I plugged the line with a screwdriver. Is this normal? Got good spark, new points, condensers, crank, pistons, rings, etc... Anybody got any ideas...
