40 hp Johnson Suntracker, oil injected, 89'

Motor starts and goes forward and reverse, however when I take it out of gear it still goes forward and reverse. Whats up with this, help!

How do I find out what year this engine is?, Gas is pouring out the top carb screen, probably the float stuck and dirt. Are their any videos for repairing and or cleaning this issue. Carbs were rebuilt 3 years ago. new bowls...
