How difficult is it to replace the needed prop seals in the lower unit to keep out the water? Also how many seals are needed?

My PTT works going up but won't go down. I think it may be the relay. Can I test the relay by switching the blue and green wires to see if it then goes down and not up. I think it is # 8 on the diagram of this link...
