    79’ Evinrude 70 Bogging

It is easy to see if the Throttle Valves are fully open, by looking down the Carb Throat. A check of the Link and Sync will verify proper Carb Opening, in relation to Spark Advance. That needs to be checked and if needed, adjusted any time a Carb is taken off.

Black scuff marks on cylinder walls

I asked, simply for insight, if a Factory Manual says to put it on Dry, then it should be put on Dry. 3rd Party Manuals can be all over the map on things like that. As for your Rant...

I replaced the Gasket twice(with Sealer). When it started leaking the 3rd Time, the Dealer ordered me a new Cover n/c. I put it together Dry, and no more leak. Waterlogged foam?

No, that will add more weight and put the Engine further back, making it sit even lower. Looking at the Upper Mounting Bolts, they look like they are Tapering Inward, and there appears to be Cracks along the top of the transom Was the Spashwell Partially painted? It appears that way, perhaps to...

    Prop size question

In the Early 70s the 140 used a 2:1 drive. The 1.98 while pretty much the same Ratio, reduced the Frequency of repeated Contact Pattern on the Gears, extending their Life Year the Engine is Important, as the WOT Rpm ranges has varied over the past 50+ yrs.

    1967 Evinrude Carb Removal

Distributor? The Ignition System is located under the Flywheel. I haven't removed the Flywheel when taking the Carb off, unless I was also replacing Ignition Parts on the 1960s 40hps
