'00 115 ELPTO idle needle missing?

When looking at the carbs the top two carbs have an idle needle with spring. The third carb has no needle, just the threaded hole where one could be. The bottom carb has a brass screw threaded in all the way. Is this the correct set up? Engine has a miss at times during off idle operation and acceleration.

Apologize in advance if this is a stupid question (I am an Evinscrew guy)

Bump for another chance.

Someone has one of these engines. If you're looking at the motor from in the boat the idle needles I am talking about are in the upper rear right-hand side of the carb near where it bolts on to the manifold. The top two on my engine have a needle and spring, the third one down has the threaded hole but no needle and spring. The bottom carb has a brass/bronze screw threaded all the way in, is this the same as on yours?

On the carb in question, can you see a WME number on it?
