That motor probably has a trim limit switch. They were made of copper, were located in the outdrive tilt pivot, and were exposed to the water. A lot of them rotted out. If they rot out or otherwise break (common), the motor will not trim up.

Try using the "trailer" button. If the trim moves up, either use that to trim and tilt or fix the trim limit switch. If it were me I would just use the trailer button, or jumper the trim harness to allow the trim up switch to function w/o the trim limit switch.

Try playing around with the trim limit and sender on the sterndrive. They look like hockey pucks with 2 screws holding them on to the Alpha drive.

It could be one of them is shorting out. Just loosen the screws a bit and move the limit sensor around. Also, does the pump make the whining noise when you press UP ? Do the solenoids click when you press UP ?

If the trailer function works ,then the trim limit switch or its wiring went bad. Shame you spent all that money
