02 optimax issue

I have been dealing with a shop for 3 months now and still the same issue. The TPS has been changed, fuel system cleaned and plugs replaced. The motor was all the way up on the jackplate and we lowered it 2 holes and it planed much better, but i still have the mid range stall happening. It will attain 3300 rpm but then stalls for about 5 seconds before it will ramp up to the 4000 rpm range and plane.
The shop keeps telling me that it is running perfect and they cant find anything wrong. I am a large guy at 320 lbs and with another person in the boat with our gear we have weight in the boat.
The shop sent out a 170 lb guy to test it and told me it planed perfect. When it is just me with no gear it will plane but still has the stall. I have tried with low fuel and with a full tank but same results.
They are saying that i need to go with a 24 pitch prop instead of the 25 pitch 3 blade that i have. It seems like a motor issue but i am writing this post because i am not as proficient as you guys. I appreciate any advice you may have. Thank you.

What is the WOT speed? When i am taking off it will go around 9mph and stall there at 3200 +/- rpm. It takes some time but finally jumps to around 4000 rpm and planes. It does this every time i try to plane. I am being told that the prop will make a difference, but even the shop said it still has a "little" hesitation in the 3300rpm range but is running great. I have never rode in a bass boat with a 225 that experienced a hesitation like mine at takeoff. Any ideas?

WOT = wide open throttle. If your rpms are not up near the top of your motors operating range it very well could be a partial or all prop issue. What is your speed and RPM when it does finally plane off and you pull the ears back?
The more info you provide the better. Horsepower is 225, what hull, how much does it weigh fully loaded, gear ratio?
