'04 Merc 115 2cyc, I4 wont rev over 3K

Friend just called tonight, 2004 Merc 115, 2 stoke, I4. Won't rev over 3g.
He said it felt as 'if cylinders 3 & 4 weren't kicking in', explained about some fuel saver mode where it doesn't fire all cyls at low rpm..

I asked about his water separator, checking his wiring, possible fuel leak? All seem Ok, bulb gets hard after 2 squeezes, separator just serviced.. Any ideas?

Could be as simple as a bad plug.
