LOL I get it now! The thing was I had broken my neck and back so tugging on an old tiller and having to row myself in was not in the books anymore. I went out bought this motor and the 4th time I took it out one of the valve springs busted at WOT....I finally got that fixed and figured out, put new studs in the heads etc. and two neck surgeries later I clean her up go to start her up after cleaning the carb and found that gasket/diaphragm assembly all ate up. I tried to make one out of rubber cement (oil and gas resistant) but it didn't hold. Motor is otherwise brand new!

the motor should run w/o the accelerator pump, it'll just take longer to accelerate from idle to wot...in years past some automotive pumps used leather for the acc./pump diaphram...don't know if you could McGyver using that...just looking at the depiction of one on your carb it appears that it is a molded piece, is that accurate?

Yep, the company that designed and built that motor went belly up in December of 2000. The 4-stroke 15 was not built in large quantities and was not revived when BRP bought the Evinrude rights in March of 2001.

Your Evinrude dealer can access the factory parts division and can find out quickly which US dealers may have the diaphragm in stock. Seaway marine was mentioned earlier and other good sources are Stone and Son or Barnacle Bill's.
