06' 25 HP 4 stroke Mercury EFI Outboard Motor - Performance problems

I have just recently bought a 2008 14 foot sylvan sea snapper with a 2006 4-stroke 25 HP efi outboard motor on it. The gentleman I bought it off didnt use it very much and didnt have it in the water yet this season. So first time out it wasnt running that great, it was sort of "chugging" along, and gas pressure didnt seem to be there. After taking it to a friend of mine who is far more familiar with merc motors then I am we replaced the fuel line and he recommended putting "Sea Foam" in the gas tank next time I use it as he suspected there may be a build up in the fuel system.

Next time I had it out I used the Sea Foam and it ran substantially better not chugging at all or cutting out. My question/problem now is I feel like it is not "working" very hard, all my boating experience has been with a 2-stroke merc motor and whenever you would open it up you'd know simply by the noise that it was working pretty hard. When I have had the boat out since, I can barely get it on plane and top out at barely 14 MPH with only myself and a 60 pound dog in the front. I have played around with the trim and like I said the fastest I was able to get too was 14 MPH.

Not sure if thats just the most its got, but I figured id be able to get at least closer to 20 MPH by myself. I am happy that its running much smoother just wish it would push harder. Not sure if replacing the prop would help? In reading through the forums it sees that pitch of the prop is very important? I went and found the numbers directly on the prop in an effort to figure out what pitch it is, and what I found was "071206" and "RH - 1013" not sure if either of those indicate what pitch it is.
If anyone has any suggestions or inclinations as to why it may be under performing or if thats just all its got, I would very much appreciate it.. I should mention it does have a hydrofoil already installed on it.

Empty that fuel tank dry to start with and get fresh fuel through it. Change the filter too. Change oil and oil filter... Then see what happens. All the best.
