ok thanks, what would cause a fuel restriction? carb? so what do you reccomend that I do for the old fuel problem? run it as low as possible then fill up? I am not sure what brand plugs are being used I just bought the boat and didnt change anything because the way I was thinking was a motor with 100 hours on it shouldnt be having problems but I guess even a new motor can have problems.

You don't have a new motor. You have an 8 year old motor that was only used for about 13 hours per year.

I would rather have a 2000 motor with 350 hours on it, then less hours.

Outboards like to be run, not sit. BAAAAD things happen to outboards (especially carbed 2 strokes) that are not run regularly.

You would figure 100 hours would be better then 400 hours, but this is not the case.

I hope you sort your problems out.

I would def start with a basic tuneup.

Change your plugs, filters, etc, then go from there.

Did you not get the boat surveyed before you bought it?

If not, lesson # 2 learned.
